#SEO is just a temporary improvement to your search rankings. Not worth your effort right now specially if you have to pay. If you can get it for free, take it as long as it doesn't distract you with "useless busy" work.

Focus on the emails. 
This has huge upside potential!!
Ask your subscribers for a share, if possible incorporate twitter/facebook/etc right onto the email body. 
Share a video touting your new service and goal.
Make the emails short and sweet to increase your chances of actually being read. 
Emails ensure that you haven't forgotten about them while not spamming them prior to launch. 
Once you have a video stream scheduled on Meerkat, use email to promote it through email as well as all your other social networks.

Embrace Video Marketing.
A video is a powerful tool that automatically enables you to connect with those who share your interests and can make people find you simply because they like you.
Leverage the power and newly harnessed interest of Periscope or Meerkat of both and announce(schedule) through Twitter a video pitch of what you trying to do. This will get you potential viral spread if you ask your viewers to use a hashtag or to simply tweet your live streaming.

Once you have viewers, ask them to retweet to get you more viewers, as well as help expose the idea and campaign.

Leverage Crowdfunding.
Having already made a video, use that towards a campaign so that others can not only learn about your but share and support your cause. Concoct cool giveaways and other sorts of gratitude to all those who share or take out their wallets for you.

What you are asking is how do I grow hack my way into acquiring investment before my app is actually naturally successful? 
Well, here are some things to consider: 
1. Growth Hacking is not traditional marketing, and you don't have to be a computer scientist or programmer to hack your way into users. 
2.  You live in a world of social klout, if you lack a community you stand no chance. (see below for klout)
3. Apps must (specially iOS) must be very well developed, otherwise the users themselves will filter you out. 
4. Apps must be relevant if you want to succeed. You've have probably seen this, a lot of paid apps go for free for a while when their sales begin to stall or never actually make any pay back to the developers. Free is an easy way to get users and thus paid advertisements or in app purchases (if they are good enough to keep)
So here is the truth!
Most investors will laugh in your face if you show up asking for money with only an idea!  Some do however, consider you depending on your social klout, learn about growth hacking and consider growing your social relevance before the completion of the app. *try a kickstarter campaign for example
As mentioned by Ryan Holiday, a blogger friend of his got investment for a book idea with the use of a screenshot of his followers' requests for a particular topic... he decided to write a book and through his community market it - the investor bought into.

Moving on, an often unspoken rule in networking is that you don't ask for favors as soon as you meet someone. YOU JUST DON'T. Make friends in the right places, build good professional relationships, get them as mentors and through time as they see you work and help guide you they themselves begin to entertain the idea of investing in you if your project is up their alley... If you wait when you finally ask, your chances will be much better.
Get yourself a team, find a developer to mentor you and help you improve as you learn. Most new entrepreneurs think that their product at launch is their "final-good enough for a while- product" and is not! Complete opposite, you must realize that your initial launch is nothing more than the 1st iteration of the many to come if you want your community of users to stick with you and share their experiences with others as you help them and improve their lives by listening to their suggestions and issues with your app. If you have a developer this will become easier in the long run as well as tell an investor that you are capable of being a leader, even if is of 1.
